As the cold winter arrives, a handful of some 300 workers march to the city office, demanding help. Osaka claims that it has already done it's job by spending over 50 million dollars in Kamagasaki in the past few years. However, the city refuses to discuss HOW or WHERE the money was spent. Job training facilities were not built, hosing projects do not exist, and no financial aid has been given. The only thing that is sure, is that the jobless, the hungry, and the dying have not seen a cent of that money.
